A major international report coordinated by the London School of Economics and Political Science offers a new direction for climate policy. The Hartwell Paper produced by 14 authors from Asia, Europe and North America argues that a new approach is required as climate policy since the Kyoto Protocol has failed to produce any real world reductions in emissions of greenhouse gases. The authors argue that de-carbonising the energy supply for the global economy is desirable. The paper explains the political prerequisite of energy efficiency strategies as a first step. The Hartwell Paper supports increased investment in innovative non-carbon energy sources and funding this development with low dedicated carbon taxes.
